Normally issues like this are caused by back door trojans however if you dont have an internet connection or connected an devices that could carry the virus then it may be corrupted files

    Try this

    1. Navigate to the "Folder" options

    2. Click the "View" tab and Select "Show Hidden Files"

    3. Also uncheck "Hide extenstion for known file types" and press "Apply"

    4. Navigate to the "Windows" folder in "C:"

    5. Locate and open the half shaded "System32" folder

    6. Search for "cmd.com" and "regedit.com"

    7. Delete both files when you find them and you should be left with both "cmd.exe" and "regedit.exe" sitting where the deleted files were

You should now be able to open command prompt successfully
